What is a Pucca House?

A pucca house is a properly constructed home with brick or stone walls bonded with cement and a roof made of RCC (reinforced cement concrete). It can withstand natural conditions for at least 30 years.

What is a Kutcha House?

A kutcha house is made of bamboo, mud, straw, or polythene, making it vulnerable to natural disasters. This scheme will help people living in such houses to transition to pucca homes.

Eligibility Criteria

To qualify for the Odisha Antyodaya Gruha Yojana, a citizen must:

  • Be a resident of Odisha.
  • Live in a kutcha house.
  • Be a financially weak female citizen.
  • Belong to one of the following categories:
    • Beneficiaries under the Forest Rights Act, 2006 (FRA).
    • Households with PwD members (at least 40% disability).
    • Households left out of other rural housing schemes.
    • People affected by natural disasters, fire incidents, or elephant attacks.

Ineligibility Criteria

Citizens will not qualify for the scheme if they:

  • Own a pucca house.
  • Have a government job or pension.
  • Own a four-wheeler or mechanized agricultural equipment.
  • Earn more than INR 15,000 per month.
  • Own 2.5 acres of irrigated land or 5 acres of un-irrigated land.
  • Have received benefits under any other government housing scheme.

Financial Assistance and Installment Release Process

The selected beneficiaries will receive INR 1.2 lakh in three installments:

Time Period for Construction

  1. District Collectors submit a list of eligible beneficiaries to the Panchayati Raj & Drinking Water (PR & DW) Department.
  2. The Chief Minister approves the list.
  3. Block Development Officers (BDOs) finalize the beneficiaries.
